The Sultanate of Oman has enacted a comprehensive statutory framework governing illicit substances, instituting capital punishment and hefty financial penalties for commercial trafficking while opening formal medical rehabilitation pathways for individuals battling substance dependency. Promulgated by His Majesty Sultan Haitham bin Tarik via Royal Decree No. 67/2026, the Law on Combating Narcotic Drugs and Psychotropic Substances completely replaces the country’s legacy drug legislation established under Royal Decree No. 17/99.
Under the modernized code, judicial authorities can hand down the death penalty or life sentences for illicit smuggling conducted under severe aggravating circumstances.
Statutory triggers for capital punishment include organized cross-border gang involvement, repeat offenses, the exploitation of minors or incapacitated individuals, and abusing official positions or legal immunity.
Commercial manufacturing, import, or export of illicit substances carries mandatory prison sentences paired with fines ranging between RO 35,000 and RO 60,000 ($91,000 to $156,000). Domestic distribution, sale, or transportation attracts a minimum 15-year prison term and fines up to RO 25,000. These baseline punishments automatically escalate to life imprisonment if offenses occur near educational institutions, places of worship, sports facilities, or correctional centers. Furthermore, the overhaul broadens criminal liability around chemical precursors used in synthetic narcotics production.
To address illicit consumption, the overhaul explicitly separates commercial trafficking from individual use. Personal possession, purchase, or production carries one to three years in prison alongside fines between RO 1,000 and RO 5,000.
Crucially, the statutory overhaul enshrines health-focused alternatives to incarceration. Omani courts are empowered to direct individuals struggling with addiction to specialized medical centers for six-to-twelve-month residential rehabilitation cycles rather than serving penal sentences.
Under the statutory terms, individuals who voluntarily seek medical intervention—or whose qualifying relatives request assistance on their behalf—are granted complete immunity from criminal prosecution, provided they adhere to prescribed medical treatment protocols and submit to periodic monitoring by public prosecution officials for up to two years.
